Saddam Offered Exile, What could have been saved?

Let's see ... should we give A BILLION DOLLARS to a tyrannical dictator as long as he promises to leave his country and live in the lap of luxury somewhere else ... I'll vote no. Saddam going into "Exile" would not necessarily mean that the tyrannical regime that he formed would start treating the Iraqi people humanely. Now, if we paid off his entire upper echelon of Bathe Party loyalists as well, the only change we would have effected would be a race of extremists to get the top spot so they could be paid off next. Aside from that, if they are basing their ideology on Islam, they would funnel a large chunk of that money into channels to defeat the infidels.
