What is this mechanic doing to my car?

I have a mitsubishi eclipse GST Spyder (turbo) and my wife told me that she felt like if there was something bad with the car, the next the car didn't accelerate it would barely more, she took it to a mechanic "her dad" and he told her that the car was fixed, but he eliminated the turbo, but he told me that he didnt remove the turbo, he said that he only turned it off, or something like that! I got mad because they didnt asked me to do that! but how is it possible that he eliminated the turbo, but did not remove it from the car! and he says that the car runs fine, without the turbo?????????
